This report explores the regulatory, practical, financial and market implications of recently enacted emission regulations which affect existing coal-fired power plants. As legislation tightens, operators of existing plants must decide between retrofit technologies, grand-fathering options (limited running hours), fuel switching or closure. The report includes the implications of the tightening LCPD (Large Combustion Plant Directive), IPPC (Integrated Pollution Prevention and Control) and NECD (National Emissions Ceilings Directive) in the European Union. The future for existing coal-fired units in the USA is somewhat confused now that the US EPA’s Clean Air Mercury Rule (CAMR) and Clean Air Interstate Rule (CAIR) have been negated. Legislation and pollution reduction strategies in emerging economies such as China, India and Russia are also discussed.
